SUMMARYThe Office of the Chief Information Officer (OCIO) provides Information Technology (IT) support to PEO MS which is a Continental United States (CONUS) organization.
The OCIO provides centralized life cycle management, direction, guidance, and support for the acquisition, sustainment, maintainability, supportability, and implementation of the PEO, Information Mission Area (IMA).
PEO MS is an approved Data Center providing hosting to multiple organizations, Cloud Infrastructure as a Service (IaaS) and Cloud Platform as a Service (PaaS) throughout the US Army Acquisition community.
The Development Team Lead is responsible for leading and managing tasks, projects, or efforts that are easily definable and generally have a definite schedule and deliverables.
The goal of the effort is to deliver a product or service that meets or exceeds the customer's requirements.
The primary function of the Lead is to be the liaison between the customer and the team, manage the assigned resources within the identified constraints of schedule, budget, and technical performance to deliver the product or service.
The Lead is charged to achieve excellent customer satisfaction ratings in the areas of quality, schedule, business relations, and management of key personnel.
Integrity and honesty coupled with applicable technical experience are absolute requirements.
A Lead must be an excellent communicator, both verbal and written, to ensure an effective interface with the team and customer.
To be a successful communicator, the Lead must also be an effective listener.
Another primary duty of a Lead is to effectively plan, monitor and control all aspects of the Team's effort.
A Lead must be absolutely aware of the activities and status of the effort and provide the appropriate level of feedback to the customer, leadership, and to the project team.
A Lead must be able to analyze and identify problems that might impact schedule, cost, or technical performance and then develop solutions to mitigate risk to the project's success.
The Lead will handle employee and customer interface problems in a professional, timely manner and seek win-win results whenever possible.
JOB DUTIES AND RESPONSIBILITIES Primary duties are:
Formulate plans and development of software applications including government off-the-shelf (GOTS), modified off-the-shelf (MOTS), and commercial off- the-shelf (COTS) products that are used on both unclassified as well as classified PEO MS systems, per customer requirements.
Have full knowledge of which applications are used to support the acquisition functions of the PEO including but not limited to Financial Management, Logistics, Configuration Management, Program Management, Contracts Management, and Systems Engineering.
Remain knowledgeable in the customer mission areas, application/ solution development, network properties, Government policy and standards, and emerging hardware/software products in compliance with the Army's/DoD standards and policies throughout the duration of this contract; and as applicable data management, cyber security, information assurance areas, network properties, and security.
Participate in the development and execution of test plans, procedures, and reports for application unit, integration, and software acceptance testing.
Manage the activities related to source code configuration management, environment management, and production code deployment utilizing the COTS/GOTS software provided by the government.
SUPERVISORY DUTIES Manage a team of 9 developers; providing customer requirements and feedback, coordinating efforts, tasks, and resources, signing timecards, and providing personnel management.
QUALIFICATIONSRequired Certifications DoD IAT III Certification.
Education, Background, and Years of Experience Bachelor's Degree and 2
yrs relevant experience in project management.
ADDITIONAL SKILLS & QUALIFICATIONSRequired Skills Effective communication (written and verbal).
Excellent interpersonal skills.
Attention to detail.
Preferred Skills Familiarity with.
NET, C# and MSSQL, HTML/CSS, JavaScript/jQuery/Fortify desired.
WORKING CONDITIONSEnvironmental Conditions 100% ONSITE Contractor site with 0%-10% travel possible.
Possible off-hours work to support releases and outages.
General office environment.
Work is generally sedentary in nature but may require standing and walking for up to 10% of the time.
The working environment is generally favorable.
Lighting and temperature are adequate, and there are not hazardous or unpleasant conditions caused by noise, dust, etc.
Work is generally performed within an office environment, with standard office equipment available.
Strength Demands Sedentary - 10 lbs.
Maximum lifting, occasional lift/carry of small articles.
Some occasional walking or standing may be required.
Jobs are sedentary if walking and standing are required only occasionally, and all other sedentary criteria are met.
