PROGRAM ANALYST

As a PROGRAM ANALYST at the NH-0343-03 level some of your typical work assignments may include:
Reviews, evaluates, or modifies existing Foreign Military Sales (FMS) financial system reports and aligns with FMS requirements to meet budget, execution, and audit report requirements. Conducts analytical evaluation of FMS financial system operations to streamline financial management capabilities, eliminate material weaknesses, improve internal controls, and achieve financial statement and audit ability for the agency. Improves organizational effectiveness and efficiency through the investigation and measurement of requisitions, purchase orders, and invoices to determine financial transactions against fiscal year and FMS case-driven goals. Participates in requirements definition and system user test events as new systems are designed and developed, and as FMS Enterprise system releases or upgrades occur. Participates in Communities of Practices meetings, working groups, and other process area related meetings as a financial advisor and as a value-added contributor and collector of financial system-related information. Gathers requirements from FMS stakeholders (Senior Executives, Business Managers, all Analysts, ranging from Budget, Program to Cost, and End Users, etc.) for financial reporting. Designs, develops, and continuously validates reporting and reconciliation requirements with stakeholders. Researches opportunities for new or improved business process solutions; consults with senior specialists to identify and specify requirements; recommends overall functional requirements; and conducts improvement to financial reporting. Develops and analyzes data collection processes to include automation of spreadsheets and reduction in manual effort to support internal or external data calls. Resolves a variety of issues amongst diverse organizational entities, including requirements, contracting, and finance business procedures and guidelines. Conducts reconciliation of FMS systems financial data to include reconciliation of reports output generated from various modules of the accounting and feeder systems, and validation of audit and regulatory compliance. Qualifications:
You must have one year Specialized Experience equivalent to the NH-02/GS-11 level in the Federal service (experience may have been gained in the private/military sector) giving the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position. Experience must be reflected in your resume. Experience with advanced management and organizational practices; planning and evaluating of complex financial program functions in order to develop and implement effective DoD strategies, advanced business and financial management systems structures and techniques, new business and financial management systems, systems modifications, systems integration, and core business and financial modernization. Experience using a wide range of qualitative and/or quantitative methods for the assessment and improvement of program effectiveness in meeting established requisition, purchase order, and invoice goals, measures, and objectives. Experience with financial systems through information technology including enterprise resource planning capabilities, communications, architecture, and systems in order to implement financial reporting and analysis. Experience in planning, analysis, and execution of programmatic and business process issues in the finance/payment/disbursement systems with corresponding ability to establish, review, and update complex business procedures and guidelines and resolve a variety of issues amongst diverse organizational entities, including reconciliation and discrepancies within financial management systems. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
