PROFESSOR OF CONTRACT MANAGEMENT

Serves as Professor of Contract Management with extensive contracting knowledge and experience in the procurement of a variety of supplies and services, including research and development, systems acquisition, operational contracting, construction, facilities, logistics and sustainment, contingency and contract cost and pricing. Shares experience, skills, and knowledge of current policy and regulations needed by the contracting workforce to make critical decisions to (1) produce best value supplies or services; (2) manage all aspects of the contract life cycle from acquisition planning to close out, (3) the application of statutory and policy requirements, (4) support attainment of government socio-economic objective, (5) conduct market research, (6) cost and price analysis, (7) selection of contract type and appropriate incentives, (8) solicitation and selection of sources, (9) preparation/negotiation/award of contracts through various authorities, (10) performance of all phases of contract administration, and (11) the termination and close-out contracts. Conducts delivery of lectures, cases, simulations, workshops in the resident and virtual learning environment. Due to existing pandemic conditions, most teaching will be virtual until decision is made to return to in-residence. This includes the use of WebEx and MS Teams for virtual delivery, to include the use of software capabilities to enhance student engagement. Performs as a thinking partner and consultant with acquisition customers and students, continuously improving product and service delivery to provide the right knowledge and skills at the point of need through mission assistance, workshops, classroom offerings and on-line resources. May create content and coordinate with learning-asset and technology subject matter experts within the enterprise for development of curriculum, to modify assets and enhance delivery methods, especially for delivery in the virtual environment. Leads and facilitates student discussion, problem solving, and presentations (resident and virtual environment). Prepares supplemental course materials (student and instructor) according to current instructional systems design technology and develops course schedules. Develops and analyzes student assessments, and provides student counseling to ensure the highest degree of learning. Develops or contributes to development of online assets (e.g. courses, podcasts, and videos) that customers can leverage in the absence of direct access to DAU faculty. May contribute to professional research to ensure curriculum currency and to enhance curriculum delivery. Performs other duties as assigned. You must have specialized experience directly relating to the specific duties of the position, and demonstrate that you have the required knowledge, skills, and abilities to perform successfully. Previous management experience in a defense industry company is highly desired. As a Professor of Contract Management, you will apply your knowledge, experience, and technical skills to teach and facilitate higher levels of learning for the Department of Defense Acquisition workforce in a virtual and resident environment. Minimum of four years of contracting experience. Required to have an in-depth knowledge of the Federal Acquisition Regulation (FAR), the DoD Supplement to the FAR (DFARS), and the Procedures, Guidance and Instructions (PGI) companion to the DFARS as well as current DoD policy and guidance. Demonstrated areas of expertise and experience may include research and development, systems acquisition, operational contracting, construction, facilities, logistics and sustainment, contingency and contract cost and pricing. Demonstrated areas of particular interest include:
Other Transaction Agreements (OTA), Cost and Pricing; Negotiations, Incentive Contracts, and Commercial Items. Demonstrated understanding of the latest changes and issues (commercialization, partnering with industry, teaming, etc.) and the contracting professional's role as a business advisor to the customer. Knowledge of contracts and business management is required for this position. This element includes experience in and knowledge of techniques and approaches required to organize and implement good contract management practices, with a demonstrated understanding of both the theoretical and practical aspects of contract management. Demonstrated ability to teach and facilitate adult learning in a both a virtual and resident classroom environment. This includes the ability to communicate (orally and in writing) complex managerial material to students with different backgrounds and experiences; a proficiency in delivery methods such as guided discussions, short lectures, role playing and simulations, problem-based learning and case studies; the ability to incorporate the learner's experience into the learning process along with the ability to motivate learners to participate actively in the learning process; and the ability to organize information, develop the thought process and relevant threads/themes, define objectives, draw conclusions, maintain audience interest, and effectively facilitate student learning. Familiarity with virtual delivery software such as WebEx and MS Teams is highly desired. Consulting and mission assistance:
Ability to consult with DoD clients at various levels of authority from mid-grade to general officers/SES, including but not limited to areas related to both pre- and post-award contracting/acquisition to include the ability to assist in guiding acquisition strategy development, the acquisition planning process, source selection and contract administration. Performs as a thinking partner and consultant with acquisition customers to improve acquisition outcomes. Curriculum Development:
Knowledge of and demonstrated ability to contribute to, manage or develop both in-residence and online learning assets/products for the career field or other DoD Acquisition Workforce members. This should include the continuous assessment, currency, and quality of these artifacts. Experience in and/or demonstrated ability to transfer DoD Contract Management knowledge to DAU customers through mediums such as guided discussions, short lectures, role playing and simulations, problem-based learning and case studies, or consulting engagements. Knowledge of and demonstrated ability to contribute to, manage or develop both in-residence and online learning assets for the career field or other DoD Acquisition Workforce members is desired. Must have DAWIA Contracting Level III certification or ability to obtain this certification. DAWIA Contracting Level II, FAC-Contracting Level II, or equivalency is required.

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
